- In 2017 the Swedish government takes the decision that conscription will be reactivated after eight years of sleep. Major system changes like this need time to find their path so they are able to produce. Therefore, several questions are raised ahead of the reactivation of the conscription.
This study answers to the question why the conscription was taken back in service. The answer and driving forces behind the decision are uncovered with analyse models from Graham Allison. The conscription is reactivated due to the worsen security policy situation and that the system of free will is not able to fill up the military units with soldiers and sailors. With the new system that is based on the free will to serve as well as conscription the armed forces will be fully staffed so that the forces can be used as the security policy tool that they are designed for.
The study shows that the analyse models are still valid despite their age and that they fit on a problem that it’s not a concern of a world power state or on a direct crisis. (Less)
