Abstract
According to EU directive 2008/98/EG all member states are obliged to strive for a sustainable use of resources. To achieve this, Sweden, as well as other states, have developed waste treatment plans to ensure that waste is being responsibly treated. However, the most crucial step is to prevent unnecessary recourses to be used in the first place. According to EU directive 2008/98/EG all member states are obliged to strive for a sustainable use of resources. To achieve this, Sweden, as well as other states, have developed waste treatment plans to ensure that waste is being responsibly treated. However, the most crucial step is to prevent unnecessary recourses to be used in the first place. In an attempt to follow the directive in southern Sweden a pilot project called Översta steget was developed by Hållbar Utveckling Skåne, Länsstyrelsen Skåne and the consultant firm Marla Miljödialog. The purpose of this study is to evaluate how Lund, Svedala and Eslöv have experienced the project. The three municipalities have chosen to focus on the reduction of food waste, which is also the main area of this study.
Through a semi-structured method, project leaders in the municipalities were interviewed to answer the research questions of this study. Environmentally responsible personnel in the municipalities of Hässleholm and Helsingborg were also interviewed to create a reference to Översta steget. Literature about Göteborg’s waste treatment plan was also used. After analysing received information it can be concluded that all project leaders were satisfied with the project, confirming that the knowledge about how to decrease food waste has developed within their facilities. The project has worked out well and a growing interest in the issue has arisen. Nevertheless, several adversity factors were identified through the study, lacking communication and motivation being the most crucial ones. For future studies, it would also be of interest to see how similar projects are being perceived by other parties involved. Hopefully, this would help to identify more adversity factors and ways to surmount them. (Less)

Till dessa hör kommunikationssvårigheter mellan projektledare och medarbetare, pendlande motivation och att hålla sig till projektets ursprungliga handlingsplan. I studien diskuteras svårigheterna och möjliga lösningar till dessa samtidigt som delprojektledarnas upplevelser av arbetet undersöks.
Resultatet visar att projektet har byggt broar mellan projektledare och verksamhetspersonal. Genom att diskutera matsvinn med kökspersonal så väl som pedagoger har ett intresse väckts och tankar till fortsatt arbete upptäckts. Dessutom har arbetet kommit att involvera boenden på äldreboendet Linegården i Lund såväl som barnen i Svedalas deltagande förskola. Även om inga slutgiltiga mätningar gjorts gällande mängd mat som slängs uppger kommunerna att Översta steget varit lyckat. Genom att förbättra kommunikationen i verksamheterna, utbilda personal i avfallsfrågor och anordna tävlingar i minskat matsvinn kan även identifierade svårigheter lösas.
Studiens slutsats är att matsvinn är en relativt ny fråga inom svenska kommunala verksamheter. För att leva upp till EU:s direktiv och Sveriges miljömål ökad resurshushållning i livsmedelskedjan måste arbetet runt om i landet avanceras vidare. Översta steget visar att ett intresse för frågan finns och att positiva resultat uppnås hos de som valt att engagera sig. Vid framtida studier hade jämförande studier med kommuner som tackat nej till projektet varit av intresse. Då dessa troligtvis arbetar med matsvinn utanför projektet intressanta paralleller dras. Dessutom kan svårigheter hos framgångsrika kommuner gällande avfallsfrågan, så som Göteborg, undersökas för att se hur de hanterat problemen. (Less)
