- Abstract
- In line with the Paris Agreement and the aim of keeping the globally averaged surface temperature at a maximum increase of 2°C, Sweden implemented the Swedish Climate Policy Framework. It consists of three pillars; new climate goals, a climate act and an independent climate policy council. The framework is the first of its kind in Sweden and provides long-term goals and an obligation to continuously report the progress of the work towards the climate goals. - In line with the Paris Agreement and the aim of keeping the globally averaged surface temperature at a maximum increase of 2°C, Sweden implemented the Swedish Climate Policy Framework. It consists of three pillars; new climate goals, a climate act and an independent climate policy council. The framework is the first of its kind in Sweden and provides long-term goals and an obligation to continuously report the progress of the work towards the climate goals. The strength in the framework lies in the fact that it is based on a Cross-Party agreement, making it more suited to be implemented in Swedish politics as well as making sure it will last through successive governments. However, this study shows arising concerns that a law that is not legally binding or controlled by sanctions may be too weak to be an effective instrument, that the emissions from our consumption is excluded from the framework as well as mitigation and adaptation and that few regulations concerning which policy mixes that are to be implemented is included in the framework – which in the end is what will be the turning point for emission reduction. Den mänskliga påverkan på klimatet och de antropogena utsläppen av växthusgaser ökar i stadig takt, vilket förändrar klimatsystemen och resulterar i förhöjda temperaturer, minskning av glaciärer samt höjda havsnivåer. Klimatproblematiken grundas i det faktum att det inte är nationsbundet, utan globalt, något som har lett till att åtaganden på internationell nivå varit av högsta vikt för att föra en effektiv klimatpolitik. Klimatproblematiken grundas i det faktum att det inte är nationsbundet, utan globalt, något som har lett till att åtaganden på internationell nivå varit av högsta vikt för att föra en effektiv klimatpolitik. Det nyligen införda Parisavtalet är ett av dessa åtaganden, som har som mål att behålla jordens medeltemperatur under en höjning på 2°C jämfört med förindustriella nivåer.
Som en del i Sveriges försök att leva upp till målsättningarna i Parisavtalet, såväl som sina egna miljökvalitetsmål och generationsmålet, har ett klimatpolitiskt ramverk införts med uppgiften att på ett djupare plan reglera klimatmålen samt definiera strategier för uppföljning. Genom de tre huvuddelarna; klimatlagen, nya miljömål och ett klimatpolitiskt råd, ska ramverket leda till utsläppsminskningar i linje med ramverkets vision om nettonollutsläpp av växthusgaser till år 2045. Målet är att Sverige ska vara ledande inom utsläppsminskningar och ses som ett föregångsland gällande minskningens omfattning. En målsättning som syftar till uppfyllelse genom effektiva styrmedel och långsiktiga klimatmål.
Genom att utvärdera ramverket och dess tre ingående delar syftar studien till att fastställa de tre delarnas funktion, hur införandet motiverades samt huruvida de kommer att leda till reella utsläppsminskningar.
Det existerar en oro att det klimatpolitiska ramverket inte kommer ha den styrande effekt som avses då lagen som fastställer hur regeringen ska utvärdera sitt arbete mot klimatmålen, samt fastställer att varje succesiv regering ska avlägga en klimatpolitisk handlingsplan, saknar både kontrollfunktioner och sanktioner. Dock påvisar studien att lagen tros ha positiva effekter då den sätter klimatet på den politiska agendan och sätter en norm för hur klimatarbetet bör skötas. Något som det i politiken blir obekvämt att inte eftersträva, med eller utan sanktioner. De mål som finns under ramverket är, om än diffust definierade, något som ger en långsiktighet och stabilitet som inte funnits tidigare och fungerar som en naturlig förlängning av det arbete som tidigare funnits mot miljökvalitetsmålen och generationsmålet. Ramverkets huvudsakliga styrka kommer från det faktum att det är resultatet av en överenskommelse mellan sju politiska partier vilket ger en gemensam målsättning för framtiden. Ramverket resulterar inte i några bindande rekommendationer om vilka styrmedel som lämpar sig bäst för måluppfyllelse, men ger goda förutsättningar för vilka styrmedelsmixer som i slutändan kommer leda till de reduktioner av växthusgasutsläpp som är i linje med klimatmålen.
