Norm Diffusion and Geopolitics: the Paradox of the EU's Eastern Partnership

Abstract
The EU has a normative character in its foreign policy. While dealing with its relationship with the neighbours, the EU pays attention to exporting its norms. The enlargement policy is evidence of the EU’s normative power. However, from ENP to EaP, the EU seems not so effective in promoting normative changes in the target states. The existing researches lack a deep and comprehensive analysis of the reason why the EaP is not so effective in norm diffusion, and this thesis tries to fill in this blank.

In this thesis, based on the definition of norm diffusion, the author proposes an analysis framework for analyzing the outcome of norm diffusion. This thesis takes qualitative research design and various sources of data have been collected and analyzed. By reviewing the implementation of the EaP and evaluating the outcome of the EaP, the author draws conclusion that the EaP is not so effective in promoting normative changes in the target states. With the help of the analysis framework, the author gives explanation for why the EaP is not so effective. The author argues that, both the norm maker, the EU, and the norm taker, the six countries; influence the outcome of the EaP. (Less)
