Abstract: Interest conflicts has been a major issue when it comes to urban planning especially when it comes to traffic planning. The purpose of this thesis is to identify these conflicts and why they appear in the planning process. The aim of the research is to evaluate what can be done in order to ensure that these conflicts does not affect the planning of sustainable cities in a dissatisfactory manner. The West Harbour in Malmo is an area under development and it has been characterized by car usage contradicting the fact that it is supposed to be a good example of sustainable cities. Abstract: Interest conflicts has been a major issue when it comes to urban planning especially when it comes to traffic planning. The purpose of this thesis is to identify these conflicts and why they appear in the planning process. The aim of the research is to evaluate what can be done in order to ensure that these conflicts does not affect the planning of sustainable cities in a dissatisfactory manner. The West Harbour in Malmo is an area under development and it has been characterized by car usage contradicting the fact that it is supposed to be a good example of sustainable cities. This can be seen as a result of interest conflicts between municipalities and private developers. Today the planning process is involving many actors despite the fact that the municipality has planning monopoly. The planning process is extensive and complex. The urban planning has become more market driven, hence the developer has got more influence in the process. As the private sector has gained more influence in the planning process has made the municipality dependent on the private developers. The private developers wants to make profit of the city development and it is not always in line with what is good for the sustainable transports. It is important to observe the conflicts in the planning process because the physical planning has a major impact on the transport systems and the transport sector in turn has a bad impact on the sustainable cities. Simultaneously transport planning is a sensitive topic, which often generates frustration. Even if the motorized transports are considered unsustainable in many ways, a considerable amount of trips is still occurring. (Less)
