Varför outsourca sin fastighetsdrift? - En intervjustudie om synpunkter och erfarenheter gällande outsourcad fastighetsdrift

I bygg- och fastighetssektorn används mest energi under drift- och förvaltningstiden vilket medför att rätt fastighetsskötsel och en energisnål drift är ytterst viktigt. Genom att minska energin i sektorn kommer Sveriges totala energianvändning att minska. För att kunna reducera sin energiförbrukning finns det olika energitjänsteföretag med olika tjänster som kan vara till hjälp, Siemens AB är ett exempel på ett sådant. Genom att förstå kunders tankar kring outsourcing kan energitjänsteföretag anpassa sina tjänster.

Eftersom energianvändningen är störst under förvaltningsfasen är det viktigt att förstå hur olika förvaltningsmodeller fungerar, denna studie fokuserar på outsourcad förvaltning. Syftet med studien är att samla branschkunnigas, fastighetschefers, och driftansvarigas erfarenheter och synpunkter om outsourcing av fastighetsdrift. Studien ska ge en bredare och djupare kunskap om outsourcing samt jämföra tidigare studiers resultat. I studien utreds konsekvenser och drivkrafter kring outsourcing. Hur outsourcing kan förändra underhållet och om det finns skillnad i kort- och långsiktigt underhåll. Studien innehåller även frågor om avtal, kostnadstyp, skillnad mellan offentlig och privat verksamhet samt outsourcing i framtiden.

En kvalitativ metodik har använts i form av intervjuer med branschkunniga, fastighetschefer och driftansvariga vars fastighetsdrift är outsourcad i dagsläget samt fastighetschefer vars drift är in-house. Resultatet från intervjuerna har sammanställts och respondenternas svar har analyserats. Följande teman har hittats i en del svar: ekonomi, kompetens, personal, organisation, kärnverksamhet, kontroll, styrning, engagemang, maktfördelning, förändring av underhåll samt avtal.

Studien visar att uppfattningen om outsourcing av fastighetsdrift går vitt isär. Vissa av intervjupersonerna tycker att driftkostnaden blir lägre medan andra tycker att den blir högre. Många av de intervjuade är samstämmiga att de två största drivkrafterna för att outsourca rör ekonomiska förhållanden och frågor om kompetens. Ekonomi är även en stor drivkraft för att insourca driften likaså är kontroll en stor drivkraft. Ett outsourcingsföretag har i många fall en högre kompetens om fastighetsdrift än den egna organisationen. Positiva och negativa konsekvenser av en outsourcing är många och olika enligt intervjupersonerna. Positiva konsekvenser kan vara till exempel billigt, större kompetens, flexibilitet, ökad kvalitet och tydlighet. Negativa konsekvenser med en outsourcing som studien har fastställt är till exempel dyrt, svårt att skriva avtal, tappar kunskap, tappar långsiktighet och tappar kontroll. Flera av intervjupersonerna framhöll vikten av att ha kompetens in-house och en kompetent beställarorganisation för att rätt typ av tjänster ska beställas och att rätt kontroller av leverantör kan genomföras.

Tidigare studier kring outsourcing har visat till exempel att fokus kan läggas på organisationens kärnverksamhet, kompetens från experter, organisationen tappar kunskap, beställarsidan och leverantör har olika värderingar, flexibiliteten ökar med outsourcing vilket även denna studie visar. Studien visar att marknaden är mognare och att fler kontroller av entreprenörer utförs idag jämfört med när outsourcing började under nittiotalet i Sverige. De flesta intervjupersoner i denna studie berättar om regelbundna kontroller av drift, samt kundnöjdhetskontroller. Det finns dock fortfarande områden att arbeta med för att erhålla en lyckad outsourcing.

Studien bidrar med erfarenhetsåterföring från aktörer i fastighetsbranschen, vilka betonar vikten av tydliga avtal. Det är också viktigt att kunden ska äga fastighetens data för att transparens ska finnas för att kunden inte ska tappa kontroll och långsiktighet. Det behövs ett förtroende och en mognad mellan leverantör och organisation för att en outsourcing ska lyckas. (Less)

By understanding the customers thoughts about outsourcing the energy service companies can adapt their services.

Since the energy consumption is biggest during the management period it is important to understand different types of management, this study will focus on outsourced management. The purpose of this study is to collect experience and aspect from people with knowledge and insight in facility management, property managers and operations managers of property operation. The study should provide a larger and deeper knowledge about the topic and compare results from previous studies. In this study effects and driving forces are investigated, and how outsourcing can change the maintenance and if there are a difference between short-term and long-term maintenance. The study will also contain questions about contract, type of cost, difference between public and private sector as well as outsourcing in the future.

A qualitative method has been used by interviews with people with knowledge and insight in facility management, property managers and operation managers whose property operation is outsourced and property managers whose operation is in-house. The results from the interviews have been compiled and the respondents’ answers have been analyzed. Following themes have been identified: economy, competence, core business, control, guidance, involvement, separations of powers, change of maintenance and contract.

The study shows that there are many different opinions about outsourcing. Some of the respondents think the operation costs are reduce by outsourcing and some think that the cost will get higher. A lot of the respondents share the same opinion: that the two biggest driving forces to outsourcing are about economy conditions and questions about competence. However, economy is also a big driving force for insourcing the operation, as well as the ability to control it. An outsourcing company has in many cases a higher property operations competence than the actual company. Positive and negative effects of an outsourcing are many och varying according the respondents. Positive effects can be lower cost, more competence, flexibility, increased quality and simplicity. The study shows that negative effects from an outsourcing can be expensive, difficult writing contract, lost knowledge, lost long-sightedness and lost control. Several respondents remarked on the importance of having competence in-house and a competent ordering organization to order right type of service and right type of control of the provider.

Previous studies have showed for example that focus can be layed on the company’s core business, competence from experts, the organization loses knowledge, the customer and the provider have different values, the flexibility is increasing and the results of this study points in the same direction. However, the study also proves clearly a more mature market where there is a bigger control of the entrepreneurs than in the nineties when outsourcing started in Sweden. Many of the respondents have regular operation and customer satisfaction controls. But there are still some areas to work with to achieve a successful outsourcing.

The study contributes with experience feedback from actors in the property business, who emphasized the importance of distinct contracts. It is also important that the customer is the owner of the property data because transparency must exist so the customer will not lose control and long-sightedness. There must exist trust and maturity between the provider and the organization for an outsourcing to succeed. (Less)
