Abstract
In Swedish cultural policy the inclusion of all citizens into culture is repeatedly put forward as an integral part of cultural policy. In this essay I have studied how the identities of citizens are created in municipal cultural policy documents by being constituted as in need of inclusion. I have used Mouffe and Laclau´s discourse theory to examine the creation of identities through subject positions and chains of equivalence.
In the study I have found that the identity of the subjects that are meant to be included is created mainly by three parts: 1. All subjects that are meant to be included are in the municipal documents constituted in relationship to these three traits. However, the traits are in the documents strongest related to immigrants. Through this, immigrant becomes constituted as the position in the most need of being included. (Less)
