- This essay deal with depoliticisation and politicisation in government policy. In 2016 a government delegation was appointed to investigate the situation in the Swedish welfare sector. The reason was the accumulation of critique against New Public Management methods used and the general perception that neither citizens nor welfare professionals was content with the situation. The delegation has issued several publications and launched projects since then and the main solution to the problems is to start governing with trust. The theoretical framework in the essay is centered around governmentality, depoliticization, politicization, discourse analysis and New Public Management. The delegations main report is analyzed using a discourse analysis with a focus on identifying descriptions of problems in the public sector and suggested solutions. That leads to identifying aspects of the suggested governing in terms of politicisation and depoliticisation. One result is that even though the report is based in a critique against New Public Management there are distinct parts of the doctrine that is meant to be kept. Another result is that the new trust orientation of the public sector that is suggested in the report is quite bland. (Less)
