Kultur är vad som för oss samman - EU:s förståelse av kultur i diskursen om europeisk enhet

Abstract
This paper sets out to describe the European union’s understanding of culture, to contribute to the discussion on the European union’s use of culture to create unity within Europe; that can support the legitimacy of the union. The problem guiding the study is that Europe is not given as a unit though it often presents itself that way. The question that will be answered, is how the European union’s commissioner for education, culture, youth and sport, articulate culture in different speeches and how these articulations affect the discourse on European unity? This paper sets out to describe the European union’s understanding of culture, to contribute to the discussion on the European union’s use of culture to create unity within Europe; that can support the legitimacy of the union. The problem guiding the study is that Europe is not given as a unit though it often presents itself that way. The question that will be answered, is how the European union’s commissioner for education, culture, youth and sport, articulate culture in different speeches and how these articulations affect the discourse on European unity? The question will be investigated through a discourse analytical perspective, where culture is understood as a nodalpoint and an empty signifier that is filled with meaning through different articulations of the word.

The conclusions reached, are that the EU articulates culture primarily in three different ways. One: as essential to the European project, both as the founding mechanism that got it all started, and as a key factor to the future of the project. Two: as a driver of European cohesion and identity and three: culture in Europe is articulated as both one unit and as diverse. The articulations affect the discourse on European unity in mainly two ways. One: culture is articulated as a common European culture that is seen as the foundation of the European project, which is including the entire European continent. Two: culture is articulated as a tool that can be used to create European unity by making people accept and understand differences as well as appreciate what they have in common. (Less)
