- Abstract
- The public sector has approached the private sector, which can be seen in, for example, private public partnership (PPP). In this study, the relationship between democratic process and substance requirements within PPP is examined. The purpose of the thesis is to qualitatively examine what place democratic process and substance requirements possess in PPP and how it relates to institutional logic in municipal administrations. For the analysis, ideal types of process and substance requirements are contextualized from the theoretical framework of “offentligt etos” and "local government institutional logic" in the study. The results of the essay indicate that the process and substance requirements within PPP are achieved. The process and substance requirements that one does not live up to take into account the political and hierarchical governance, but instead focuses on citizens' influence and interest. (Less)
