The Common Agricultural Policy (CAP) has a big impact on the national agricultural sector in the EU member states, but the policy can be contentious due to the economic, social and environmental challenges it faces. This essay is testing the hypothesis that these three divisions creates three frameworks under which a divergence in the environmental values can be perceived and comprehended. The chosen object of study is Swedish government agencies tasked with evaluating the environmental effects of CAP in Sweden. The Common Agricultural Policy (CAP) has a big impact on the national agricultural sector in the EU member states, but the policy can be contentious due to the economic, social and environmental challenges it faces. This essay is testing the hypothesis that these three divisions creates three frameworks under which a divergence in the environmental values can be perceived and comprehended. The chosen object of study is Swedish government agencies tasked with evaluating the environmental effects of CAP in Sweden. In order to reach a conclusion on what their understanding of environmental values are, a qualitative frame analysis is carried out by searching reports produced within the evaluation task for sentences and wordings implying that one of the frames is more dominant than the other. The perception of what framework the Swedish government finds central is also discussed. A result that is visible is that government agencies tend to perceive environmental values in different ways depending on their assigned responsibility. Overall the environmental framework was prominent not only in the government agencies where it was expected, but also in other government agencies when the hypothesis said otherwise. (Less)
