The aim with this study was to investigate why reports to the Social Services regarding suspected child abuse and neglect are so few and also to investigate how preschool teachers’ discretion affect how they reason when applying their obligation to report. The study has a qualitative approach where we have interviewed six preschool teachers from different preschools in Skåne. The aim with this study was to investigate why reports to the Social Services regarding suspected child abuse and neglect are so few and also to investigate how preschool teachers’ discretion affect how they reason when applying their obligation to report. The study has a qualitative approach where we have interviewed six preschool teachers from different preschools in Skåne. The empirical data has been analyzed according to Michael Lipskys (1980) theory about Street level bureaucracy and the term discretion. The results showed that there are many factors that affects the reporting process, part of it depending on different routines in different preschools, but also because of the lack of knowledge among the preschool teachers when it comes to discover when a child is being maltreated. Intuition, experience, the relationship towards both the children/parents and colleagues/director and the lack of trust towards the Social Services was contributing factors that affected how the preschool teachers reasoned during the reporting process. In conclusion, we think that preschool teachers need more knowledge about their obligation to report when they suspect that a child is maltreated, and we also think that more studies should be conducted regarding the importance of the relationship between the preschool teachers and the children during the reporting process.
