- Abstract
- This thesis addresses the Georgian paradox, a contradiction between liberal LGBTQ lawmaking and a public opinion with anti-LGBTQ attitudes. The paradox consists in the clash of globally formed formal rules and the more traditional informal institutions. The text focuses on credible explanations to the paradox. What establishes the paradox and which factors may contribute to the public opinion’s disapproval of homosexuals? - This thesis addresses the Georgian paradox, a contradiction between liberal LGBTQ lawmaking and a public opinion with anti-LGBTQ attitudes. The paradox consists in the clash of globally formed formal rules and the more traditional informal institutions. The text focuses on credible explanations to the paradox. What establishes the paradox and which factors may contribute to the public opinion’s disapproval of homosexuals? There are three assumptions presented in the text; a) division of labor as an aspect to explain the public opinions condemnation of homosexuals, b) a notion of hyper masculinity built on post-soviet ideals of the strong man and c) the orthodox church as an institution which historically and actively advocate anti-LGBTQ movement. These three assumptions serve as mapping of the paradox and shows us the informal rules of the country. In relation to these informal institutions the perspective of the activists and local representatives of the LGBTQ movement becomes important, does the liberal laws sever any purpose to the LGBTQ community? The result pushes two theoretical terms: Global witness and Global repercussion. In accordance with interview A: the respondent uses MIA office in Tbilisi as a witness and in so establishes a safety network to assure that the formal laws will be held. By creating the paradox, learning about the background factors and ask LGTBQ-persons about their experience a possible way to bypass the paradox emerges. This thesis serves as a pre-study to a thesis with further rigorous empirical framework. In the text the theory of diffusion is developed as well as possible ways to approach the Georgian paradox.
