- Ongoing operations remain underreported in academia on humanitarian relief operations and the humanitarian supply chain world. It has been repeatedly recognized by both academics and practitioners that there is a need for a well-operated supply chain for the delivery of the relief items to enable success of humanitarian relief operations. To have an efficient and effective supply chain, it is crucial to measure its performance. To achieve the purpose of the thesis, a comprehensive literature review on ongoing operations, the humanitarian supply chain and performance measurement was carried out. It was identified that a performance measurement system should be derived from strategy and provide a balanced view of performance, support decision making in all relevant processes, and be adapted to supply chain context. The literature review contributed to a theoretical framework on how performance should be measured in humanitarian supply chains for ongoing operations. The findings from the literature review was complemented by an in-depth single case study with the UN World Food Programme (WFP), extending from July to October 2018. Interviews with thirteen practitioners involved in different supply chain activities in the chosen case was conducted. Further, during employment at WFP Regional Bureau Nairobi (RBN), the dynamics of the organization’s supply chain was observed in different settings. Finally, internal documentation was used to confirm and elaborate information collected during interviews and observations.
Analysis of the collected information concluded that the strategic objectives of a hybrid supply chain strategy, decision elements in the supply chain processes assessment/planning, procurement, storage and transport, and contextual internal and external factors should be taken into consideration to fulfill the purposes of good performance measurement.
