Abstract
This bachelor’s essay is about how social workers as street-level bureaucrats are dealing with addicted clients and how the process continues in order to find the most optimal treatment for them. The aim was to study which factors, according to the social workers, that were considered as most important and how they affect their task to find an adequate treatment for these clients. This bachelor’s essay is about how social workers as street-level bureaucrats are dealing with addicted clients and how the process continues in order to find the most optimal treatment for them. The aim was to study which factors, according to the social workers, that were considered as most important and how they affect their task to find an adequate treatment for these clients. Furthermore, the aim was to study how the social workers were arguing and discussing the factors of importance. Finally, the aim was to find out in what extent clients were allowed to be a part of the process in finding a treatment for the client. The method chosen for the study was of qualitative approach. Totally five interviews were conducted with social workers at the same social welfare office within a unit for clients with severe addiction problems. The study found that the street-level bureaucrats regarded it as difficult to explicitly explain which factors that were most important, due to they had to make an overall assessment before they could decide the most adequate treatment for the client. However, the clients space to present their point of view seemed to be, according to the social workers, an important part of their decision-making, but the final decision was made by the head of the unit. The social workers professionalism and their discretion was important since they have to consider the individual situation of each client during the assessment. During the decision- making the evidence-based National Guidelines, published by The National board of Health and Welfare, was not as important as the social workers’ own experience-based knowledge (i.e. tacit knowledge).
