Abstract
This essay is a discourse analysis focused on the revise of the swedish minority law (SFS 2009:724) that began with a committee directive in 2016 and resulted in a change of the law in January 2019. The purpose of the analysis is to examine whether an ongoing conflict surrounding the indigenous people Saami and their position as a minority in Sweden takes place in the revise, and if so, how the Sami resistance is manifested. The analysis is conducted with discourse theory designed by Laclau and Mouffe as the chosen method. Other theory that laid the foundation for the work includes political theory by Chantal Mouffe and post-colonial theory, particularly surrounding internal colonialism. The purpose of the analysis is to examine whether an ongoing conflict surrounding the indigenous people Saami and their position as a minority in Sweden takes place in the revise, and if so, how the Sami resistance is manifested. The analysis shows that a governmental discourse have been formed which reinforces a link between Saami people and the position of being a minority. A challenging discourse has been formed by Sami representatives towards having the status of a minority, in order to gain strengthened status as an indigenous people. The results shows that the Sami resistance is met by political overriding by the governmental discourse in the material; the Sami opposition managed to penetrate the revise, but did not reach their wanted political outcome.
