The analysis is conducted with discourse theory designed by Laclau and Mouffe as the chosen method. Other theory that laid the foundation for the work includes political theory by Chantal Mouffe and post-colonial theory, particularly surrounding internal colonialism. The analysis shows that a governmental discourse have been formed which reinforces a link between Saami people and the position of being a minority. A challenging discourse has been formed by Sami representatives towards having the status of a minority, in order to gain strengthened status as an indigenous people. The results shows that the Sami resistance is met by political overriding by the governmental discourse in the material; the Sami opposition managed to penetrate the revise, but did not reach their wanted political outcome.
