Legislative participation in the European Parliament: A study of the least active Members of the 8th European Parliament

Abstract
Five years after the “eurosceptic earthquake” of 2014, the anti-EU far-right is set to make further gains in the upcoming elections for the European Parliament. Eurosceptic MEPs have been accused of not participating in the Parliament's legislative work, which, if so is the case, could damage the future legitimacy of the European Parliament as a democratic institution. Five years after the “eurosceptic earthquake” of 2014, the anti-EU far-right is set to make further gains in the upcoming elections for the European Parliament. Eurosceptic MEPs have been accused of not participating in the Parliament's legislative work, which, if so is the case, could damage the future legitimacy of the European Parliament as a democratic institution. This thesis has studied how many of the Members of Parliament have not acted as a rapporteur or shadow rapporteur during the 8th term, and analysed their common characteristics, in order to establish just how often MEPs fail to participate in the core legislative activities of the EP and better understand how their inactivity can be explained. Based on existing research, the study identified the following four characteristics that the non-active MEPs were expected to have: divergence from the mainstream political positioning in general, an anti-establishment positioning in particular, a eurosceptic position in particular and coming from one of the newer Member States. The results showed that the MEPs who had not engaged in any of the core parliamentary legislative activities were predominantly political outliers, anti-establishment and hard eurosceptics. However, they were not found to be predominantly from one of the newer Member States. (Less)
