Between words and deeds - A case study of the European Commission’s role conception during the implementation of the EU-Turkey Refugee Agreement

Abstract
This thesis wishes to contribute to identifying potential discrepancies between the way the European Commission perceives the role of the EU within the international arena and the way the EU’s foreign policy materializes. To do so, it analyzes the reports of the European Commission on the implementation of the strongly criticized EU-Turkey Refugee Agreement. The analysis identifies several inconsistencies between the EU’s efforts to implement the EU-Turkey Refugee Agreement and the way the European Commission portrays these efforts. This thesis wishes to contribute to identifying potential discrepancies between the way the European Commission perceives the role of the EU within the international arena and the way the EU’s foreign policy materializes. The analysis identifies several inconsistencies between the EU’s efforts to implement the EU-Turkey Refugee Agreement and the way the European Commission portrays these efforts. The European Commission mainly portrays the efforts as being a manifestation of the established normative principles of the EU’s foreign policy. However, the European Commission consistently disregards the constraining factors that these principles face within the specific context of the EU-Turkey Refugee Agreement.
