To intervene or not to intervene, that's the question? En fallstudie om Ryssland och USA:s förhållningssätt till intervention i Venezuela och hur det kan förklara oenighet i FN:s säkerhetsråd

- Abstract
- This case study aims to examine two questions. Firstly, how the theoretical perspectives of liberalism and realism can explain the approaches of the US and Russia regarding intervention in Venezuela. Secondly, how in turn, the approaches can explain why the UN security council is unable to agree about an intervention. With the starting point that one should aid people in hardship and as the population of Venezuela is deprived of fundamental human rights, it is thus relevant to understand why international cooperation, with responsibility to prevent human suffering, doesn't lead to the taking of action.

With the starting point that one should aid people in hardship and as the population of Venezuela is deprived of fundamental human rights, it is thus relevant to understand why international cooperation, with responsibility to prevent human suffering, doesn't lead to the taking of action.
The states' approaches are investigated through analysis of their resolution proposals and statements from the security council's meeting protocol. Presented arguments is compared against what constitutes the most distinguishing features of realism and liberalism.
The results indicate two main features. Firstly, a liberal perspective is seemingly able to identify and explain similar goals of both the respective states. However, the means used for reaching said goals differ, as the arguments proposed by Russia appears to be realistic, and the arguments proposed by the US appears to be liberal. This indicate that the disagreement within the UN Security Council may partly be explained by different approaches. (Less)
