Did the universities follow the current legislation and the global guidelines, and did the programmes´ educational goals correlate with each other? By using three theories, complementary thesis, normative isomorphism and profession theory, these documents have been compared and analysed. The result was that the global standards and current legislation correlated to a high extent as well as with the educational documents. Though there were some discrepancies, the most eye-catching was the lack of parts of the current legislation in the curricula, meaning the universities did not follow the standards to full extent.
