- Abstract
- This thesis investigates how the concept of intersectionality travels from policy to practice through the work of the Swedish International Development Cooperation Agency (Sida). This is done by looking at two parts of the policy process: policy formulation and policy implementation. By using the ‘What’s the Problem Represented to be’ approach to policy analysis, the first part examines how intersectionality appears within policies guiding Sida’s work. Through conducting semi-structured interviews, and a comparative case-study, the second part studies how intersectional aspects in those policies are realised in the two cooperation countries Uganda and Zambia. Using theoretical frameworks of policy implementation, the analysis reveals that intersectional aspects appear in the policies and is used in practice. However, the actual term is rarely mentioned in either. Intersectional aspects are mainly implemented by being incorporated into Sida’s various analytical tools. Ultimately, although few differences were found between the two countries, both cases indicate that Sida has incorporated an intersectional way of thinking into their international aid work. (Less)
