On Assessing Pro-Poorness of Economic Growth in the Dominican Republic from 1992 to 2016: A Multidimensional Approach

Abstract
This research study aims to examine the effects of economic growth on poverty reduction and income distribution in the Dominican Republic from 1992 to 2016; by employing a broad range of methodological tools used in previous country case studies on the basis of micro-level data, we develop a multidimensional approach that allows us to incorporate an inter-temporal dimension of analysis across the 24-year study period in order to assess whether rates of economic growth in the Dominican Republic have been pro-poor or not. This research study aims to examine the effects of economic growth on poverty reduction and income distribution in the Dominican Republic from 1992 to 2016; by employing a broad range of methodological tools used in previous country case studies on the basis of micro-level data, we develop a multidimensional approach that allows us to incorporate an inter-temporal dimension of analysis across the 24-year study period in order to assess whether rates of economic growth in the Dominican Republic have been pro-poor or not. Our analysis is based on national household and labor force surveys on a monthly, quarterly and annual basis. The findings suggest that strong pro-poor growth patterns can be observed for most of the 1990s in the Dominican Republic, closely linked to substantial gains in labor income. Later on, a sharp decline in real labor income is observed during the 2002-2003 due to the domestic banking crisis, whilst the following years of the recovery period show improvements in poorer income groups (especially rural households), mainly driven by positive changes within income distribution and other non-labor income sources such as public transfers. At the end, certain reflections regarding the policy agenda and further research in the Dominican Republic are presented. (Less)
