Abstract
Preservation of digital records is still very much an open issue within large parts of the Swedish public sector. An ongoing work of coordinating the digital preservation in the public sector is carried out by the Swedish National Archives, but, as of yet, the results are limited, and much remains to be done. The issue of digital preservation is also inherently one that will require a lot of different solutions adapted to specific contexts, and, as such, one that will require further study for the foreseeable future.

Preservation of digital records is still very much an open issue within large parts of the Swedish public sector. An ongoing work of coordinating the digital preservation in the public sector is carried out by the Swedish National Archives, but, as of yet, the results are limited, and much remains to be done. The issue of digital preservation is also inherently one that will require a lot of different solutions adapted to specific contexts, and, as such, one that will require further study for the foreseeable future.
My Master’s thesis is a case study of the initial planning phase of a solution for digital preservation, that is carried out as a collaboration between three different universities in Sweden. The aim of the study is to contribute with knowledge about digital preservation in practice. To do this, I will have to answer a few questions:
Firstly, I need to understand and describe how the planned solution is supposed to work technically on a general level. I am also interested in how the stakeholders involved in the planning of the solution, plans to make use of existing standards and specifications – specifically those issued by the Swedish National Archives. Furthermore, I want to gain insights in the stakeholders’ own ideas about the practice regarding digital preservation, and how these can be understood from established theoretical models and perspectives.
The method for gaining these insights has been qualitative interviews and observation conducted with the stakeholders taking part in the planning of the solution. The findings from these interviews have then been placed in a theoretical framework based on the two main conceptual models for understanding and describing records management: the life cycle model and the Records Continuum model. These models represent two different, and often contradictory, perspectives on records management, were the life cycle model is an attempt to describe records as existing in clearly delimited phases with clearly defined responsibilities attached, whereas the Records Continuum model seeks to blur the lines between different phases and responsibilities, and describe the record as existing in a continuum. The findings of the study indicate that both models are applied in the practical work. To understand the attempts to reconcile between the two models in practice, Giddens’ structuration theory, as well as Bowker & Star’s theories on classification – and especially the concept of boundary objects – have been employed as analytical tools to describe the recursive interplay between different aspects of the practice of preserving digital records.
