- Abstract
- The purpose of this study is to examine whether there has been a change in problem descriptions and solution ideas regarding governance principles in public investigations in Sweden from a discourse institutionalism perspective over the past decade. Furthermore, the aim has also been to try to map out the changes based on notions of professionalism and managerialism. The method is based on Viviens Schmidts work and conceptualization of discursive institutionalism. Through discursive institutionalism the analytical framework has been combined with ideal types of professionalism and managerialism to investigate governance principles based on these two ideas. - The purpose of this study is to examine whether there has been a change in problem descriptions and solution ideas regarding governance principles in public investigations in Sweden from a discourse institutionalism perspective over the past decade. Furthermore, the aim has also been to try to map out the changes based on notions of professionalism and managerialism. The results show that there is a certain change in the discourse regarding changes of ideas in public investigations. Mainly, the study shows that the philosophical and policy ideas have changed where a more professions-based governance is advocated to govern public institutions in the future. (Less)

- Under 1980–90-talet initierades det i Sverige omfattande reformer i den offentliga sektorn med det privata näringslivet som inspiration. En av orsakerna var att man började anse att organisationer i offentlig regi inte var kostnadseffektiva. Reformerna skulle med detta effektivisera de offentliga organisationerna med bl.a. ledarskapsidéer tagna från det privata näringslivet. På senare år har reformerna i allt högre grad kritiserats eftersom det varit svårt att fastställa om de bidragit med kostnadseffektivitet och bättre resursanvändande som var dess syfte. På senare år har reformerna i allt högre grad kritiserats eftersom det varit svårt att fastställa om de bidragit med kostnadseffektivitet och bättre resursanvändande som var dess syfte. Under 2016 beslöt den dåvarande regeringen att utreda om en ny typ av styrning inom offentlig förvaltning som presenterades som Tillitsreformen. Med denna utredning var tanken att utreda hur tillit till medarbetare och deras professionskunskap kan skapas, vilket kan ge mer handlingsutrymme till tjänstemän och skapa en effektivare byråkrati. Med tillitsreformen som utgångspunkt undersöker och analyserar denna studie de idéer som verkat i statliga utredningar det senaste decenniet. Analysen sker genom att närmare studera tre större utredningar från 2011 till 2018 som behandlar den övergripande styrningen av offentlig förvaltning med hjälp av diskursanalys. Resultatet visar att det skett en gradvis förändring av styrningsidéer i utredningarna de senaste åren. Det tydligaste är förespråkandet av mindre detaljstyrning som med reformerna tidigare hade ökat. Vidare förespråkas och ges professionerna mer utrymme i de senare utredningarna vilket ger professionerna mer autonomi, något som kan ses som en återupplivning av den autonomin professionerna hade innan reformerna.
