En rollkonflikt i svensk utrikespolitik?

Abstract
This study examines the Swedish foreign policy doctrine of non-alignment in relation to the Swedish participation in the common EU foreign and security policy, in order to answer the question if there is a conflict between these two foreign policy roles and to describe that potential conflict. A process tracking has been conducted. The tracking consists of two parts. The development of the Swedish non-alignment policy and the development of Sweden’s participation in the common EU policy. The study contains official government documents and political debates. The tracking gives the reader an overview of how the foreign policy roles have developed and influenced each other.

This study examines the Swedish foreign policy doctrine of non-alignment in relation to the Swedish participation in the common EU foreign and security policy, in order to answer the question if there is a conflict between these two foreign policy roles and to describe that potential conflict. A process tracking has been conducted. The tracking consists of two parts. The development of the Swedish non-alignment policy and the development of Sweden’s participation in the common EU policy. The study contains official government documents and political debates. The tracking gives the reader an overview of how the foreign policy roles have developed and influenced each other.
To better understand the material and to analyse whether there is a role conflict, a theoretical framework has been developed, consisting of existing research on role theory in foreign policy.
The analyse shows how the different Swedish foreign policy roles today are in conflict with each other because of the common solidarity mechanism. This mandatory mechanism to assist another member state is a result of the Lisbon treaty. The study also shows how the Swedish non-alignment policy step by step has been weakened as a result of the deepening of the common EU foreign policy. (Less)
