Abstract
The purpose of the study is to contribute with an idea analysis of the Swedish municipalities' tools for housing provision as a case of housing policy. This study has focused on analyzing contemporary ideas on social sustainability by conducting a descriptive idea analysis of different municipalities' ideas on Social sustainability. The purpose of the study is to contribute with an idea analysis of the Swedish municipalities' tools for housing provision as a case of housing policy. This study has focused on analyzing contemporary ideas on social sustainability by conducting a descriptive idea analysis of different municipalities' ideas on Social sustainability. The tool used to analyze the material has been built up by three different ideal type, which in different ways define social sustainability: 1) Social Justice 2) Community Sustainability and 3) Social Mix. The material that has been studied consists of the municipality's tools for housing supply: guidelines for housing supply, general plans, land registration policies and owner directives. The choice of municipalities has been based on reduced/increased housing segregation in the municipality over time according to Statistics Sweden’s index of housing segregation, and also, that the municipality has an urban location with more than 20,000 inhabitants. Thereafter, they have been divided into two municipal groups 1) Municipality group with reduced housing segregation 2) Municipality group with increased housing segregation. This study found that the ideal types of Social Justice, Community Sustainability and Social Mix are independently insufficient to represent the definition of social sustainability that the municipalities in this study explicitly agree on, in their governing documents for housing provision.
