Abstract
This thesis is a contribution within the field of climate governance. In the paper I examine what kind of govermentality that characterize different initiative of climate governance of the airline industry in Sweden. In the essay the concept of govermentality is defined and an attempt at understanding neoliberalism is made, as neoliberalism plays an important role in the understanding of governance in our time. A Discourse Analysis of the swedish aviation tax from 2018, the trade organization Svenskt Flyg's roadmap for fossil-free aviation in Sweden and the boycott campaign Flight free 2020 is made. This thesis is a contribution within the field of climate governance. In the paper I examine what kind of govermentality that characterize different initiative of climate governance of the airline industry in Sweden. In the essay the concept of govermentality is defined and an attempt at understanding neoliberalism is made, as neoliberalism plays an important role in the understanding of governance in our time. A Discourse Analysis of the swedish aviation tax from 2018, the trade organization Svenskt Flyg's roadmap for fossil-free aviation in Sweden and the boycott campaign Flight free 2020 is made. In the thesis it is also analyzed which kind of govermentality that is dominant and which are in opposition. The essay is also based on previous research that shows clear discourses within the climate policy debate in Sweden. In the thesis it is examined how these discourses are expressed in the material on climate governance of aviation.
The result shows that Svenskt Flyg's roadmap for fossil-free aviation fits well within the discourse of industrial fatalism. The aviation industry's roadmap is characterized by a neoliberal govermentality, where they want the state to invest and take the risks in building up the biofuel market for the aviation industry. The states aim with the air tax is to reduce flying because of climate change. The flight tax has more of a liberal govermentality and could be included in the ecological reviewing discourse. The consumer boycott Flightless 2020 aims us to stop flying and is the only governance tool that articulates system criticism in its rationality. (Less)
