- Abstract
- In 2008, Region Stockholm’s county council decided to build Nya Karolinska Solna. As a part of the region’s investment for future healthcare, the hospital would be dedicated to specialised healthcare and use new practices and methods that would change healthcare in Stockholm.
One of the key concepts in New Public Management is efficiency which is also a concept mentioned as one of the vision goals for the new hospital. By using a critical discourse analysis and a theoretical framework constructed with theories from New Public Management, this thesis has looked at how Region Stockholm describes the word efficiency in the case of Nya Karolinska Solna. One of the key concepts in New Public Management is efficiency which is also a concept mentioned as one of the vision goals for the new hospital. By using a critical discourse analysis and a theoretical framework constructed with theories from New Public Management, this thesis has looked at how Region Stockholm describes the word efficiency in the case of Nya Karolinska Solna. The discourse analysis was conducted on the project programme which was the conceptual proposal that was used as basis for the decision to build the hospital.
The findings suggest that efficiency is an important concept in the programme and multiple dimensions of efficiency could be identified in three different discourses. These three discourses all describe efficiency from different perspectives where the focal point is efficiency as decentralisation, but also performance, outcomes and resource use. The shifting description of the word can be explained by the project programme’s high interdiscursivity which suggests there is a discursive struggle between orders of discourse of how the hospital should work which implies that this discursive event is part of a social change.
