Abstract
Traditionally EU has had a liberal migration policy and has been open to both refugees and asylum seekers. However, in year 2015 Europe faced an unprecedented crisis over an alarming rise of migrant arrivals. EU introduced internal border controls to stop the inflow of people because of the overloaded asylum system. Taking the topical Afghanistan–EU Joint Way Forward as a focus point, this article raises the question whether the declaration can be justified. As migration increases, states face a dilemma. However, in year 2015 Europe faced an unprecedented crisis over an alarming rise of migrant arrivals. EU introduced internal border controls to stop the inflow of people because of the overloaded asylum system. Taking the topical Afghanistan–EU Joint Way Forward as a focus point, this article raises the question whether the declaration can be justified. As migration increases, states face a dilemma. The purpose of this survey is to study the Joint Way Forward agreement based on normative theories about open borders and nationalism.
Using methods of a normative policy analysis, the analysis specifically examines whether a declaration between the EU and Afghanistan that focuses on strengthening deportation efforts, lives up to those obligations.
The findings lead to different results depending on which theory we analyze. The findings include that the deportation policies enforced by this declaration can be justified from a nationality perspective but not from a perspective on open borders. (Less)
