Abstract
Sweden has, by European standards, measured a great deal of problems and mortality linked to drugs. Additionally, Sweden has a repressive drug policy and legislation, which is largely different from other European countries. However, in the past Sweden has had a more liberal and health-oriented view, which was undermined by the vision of a drug-free society.

This essay aims to investigate how Swedish drug policy has changed, and whether Sweden should adopt the more care-oriented model. Sweden has, by European standards, measured a great deal of problems and mortality linked to drugs. Additionally, Sweden has a repressive drug policy and legislation, which is largely different from other European countries. However, in the past Sweden has had a more liberal and health-oriented view, which was undermined by the vision of a drug-free society.

This essay aims to investigate how Swedish drug policy has changed, and whether Sweden should adopt the more care-oriented model. This is done by depicting the discussions that led to today’s view on drugs in Sweden, as well as giving a historical account of how Sweden’s approach has changed. The work also investigates drug use in Sweden and how Swedish legislation may have had an impact on the drug use. Comparisons are also made to other countries and other legislation.

Towards the end of the essay, a critical analysis and examination of the approach to the drug problem in Sweden today is being conducted. It also discusses the consequences and results of the legislation as well as the strong vision of a drug-free society. The thesis concludes that the statistics clearly point to that a more health-oriented approach causes less damage. The arguments for the repressive drug policy are seen as defective or incorrect and consequently it is proposed that the next step should be to remove the repressive drug policy and work towards a health-oriented model. Sverige har med europeiska mått mätt en stor problematik och dödlighet kopplad till narkotika. Utöver detta för Sverige en repressiv narkotikapolitik och lagstiftning, som till stor del skiljer sig från övriga europeiska länder. Sverige har dock tidigare haft en mer liberal och vårdinriktad syn på narkotikabruk, som underminerades på grund av visionen om ett narkotikafritt samhälle.

Denna uppsats ämnar undersöka hur den svenska narkotikapolitiken förändrats, samt om Sverige borde anamma den mer vårdinriktade modellen. Mot slutet av uppsatsen förs en kritisk analys och granskning av det angreppssätt mot narkotikaproblematiken som används i Sverige idag. Här diskuteras också följder och resultatet av lagstiftningen samt den starka visionen om ett narkotikafritt samhälle. Uppsatsen landar i slutsatsen att statistiken tydligt pekar mot att ett mer vårdinriktat synsätt gör att färre tar skada. Argumenten för den repressiva narkotikapolitiken ses som bristfälliga eller felaktiga och följaktligen föreslås att steg borde tas bort från den repressiva narkotikapolitiken och mot den vårdinriktade.
