influence the decision-making of both demanded activation programs and the client’s
eligibility of social assistance. The factors presented are the social worker’s discretion,
organizational prerequisites and resources as well as the client’s relation to the job market. On
one hand, the social worker must make decisions depending on the client's needs. On the
other hand, the social worker must work by the law and organizational guidelines provided.
According to the social workers in this study, decision-making always depends on the
individual applicant’s circumstances. (Less)
