2016-2018, a national user-led organization within the psychiatric field in Sweden established a partnership-based model regarding the implementation and management of peer support within psychiatric health care units. 2016-2018, a national user-led organization within the psychiatric field in Sweden established a partnership-based model regarding the implementation and management of peer support within psychiatric health care units. This study was based on a user-led organization and a psychiatric health care organization about to initiate such a partnership. The aim was to examine how these parties constructed the implementation of the model. The main questions were: what ideologies constructed the implementation process? How could differences in ideology bee understood and how could this be a source of conflicts in the proceeding
partnership? The study was based on interviews, three interviewees from the user-led organization and one from the psychiatric health care organization. Although few interviewees, follow-up interviews were made and their statements were supported by documents from both organizations. Furthermore, two experts within the field were interviewed. A descriptive ideational analysis using a program theory model was carried out as well as an ideational analysis based on neoinstitutional theory. Findings from the study were that the user-led organization constructed the implementation through a concept of user influence with a wish to push through a change of the way psychiatric health care worked and challenge the dominating knowledge base. On the other hand, the psychiatric health care organization emphasized the development of operational quality. In an neoinstitutional perspective this was understood as an expression of institutional logic that marked each organization. It motivated the user-led organization to move forward in the implementation and the psychiatric health care organization to hold back. Other findings were that although
the parties had conflicting interests they were accommodating towards one another. This was interpreted in the study as a strategy for the parties to achieve their own goals. (Less)
