Abstract
The thesis is a case study of the PFAS-contamination of the drinking water in Ronneby municipal 2013. It investigates the decentralized Swedish public administration, and the role sectorization has in distribution of information between different administrative levels. The primary goals are to investigate the degree of sectorization and assess New Public Managements philosophical standpoints about increased effectivity as an effect of sectorization. The hypothesis that sectorization leads to effectivity is deductively investigated and questioned though governance-and organizational theory. The governance-and organizational theory elements, network steering, external environment and bounded rationality is treated as causal mechanisms.... (More)

The primary goals are to investigate the degree of sectorization and assess New Public Managements philosophical standpoints about increased effectivity as an effect of sectorization. The hypothesis that sectorization leads to effectivity is deductively investigated and questioned though governance-and organizational theory. The governance-and organizational theory elements, network steering, external environment and bounded rationality is treated as causal mechanisms. Material was conducted through interviews, scientific literature, and government reports. The primary result is that sectorization is not a solution, nor a default. It is how sectorization is handled by the public administration, thus the causal mechanisms are crucial. If distinct networks and a stable external environment exist, then information seems to flow more effectively. (Less)
