Abstract
The Swedish government has presented its feminist foreign policy of focusing on women’s rights, representation, and resources as a step towards peace and security in the international community. This paper conducts an empirical study of Sweden’s actions in Colombia to understand how this policy works in practice. The peace agreement between the Colombian state and the leftist FARC-guerrilla was reached with Swedish aid in 2016, ending more than fifty years of civil war, which makes Colombia a good arena for such a study. To conduct the analysis a theoretical framework, “Feminist Foreign Policy Analysis”, is built based on Foreign Policy Analysis and a feminist perspective on International Relations. From this framework four categories are identified for qualitative analysis; Inclusion of women, Change of structures, Gender-based and sexual violence and The personal is political. After conducting a qualitative content analysis of eight documents regarding Sweden’s actions in the peace process in Colombia, it is argued that the feminist foreign policy in practice emphasizes inclusion of women in all parts of society and actively opposes gender-based and sexual violence. However, the policy has a narrower view of gender and is less progressive than the Swedish government has made it out to be. (Less)
