- Swedish legislation have yet to formulate a framework within which automated decisionmaking
can be implemented in the municipalities. Despite this, social service delivery in
Trelleborg municipality has adapted automated decision-making in the management of
applications for social assistance. This is the setting for a case study of the values and
ethical reasonings concerning automated decision-making in the public sector. The aim

as efficiency and legal certainty appears in viewing its positive effects of the
implementation. There is however a divergence in legal certainty between values of
formal and material legal certainty that affect how automated decision-making is seen as
ethical right for the public sector. How service is valued also affects the judgement of
what role automated decision-making should play. The implementation of automated
decision-making in Trelleborg had its origin in an ethical dilemma where the municipality
felt divided between its citizens and the state. (Less)
