Indeed, both countries diverge in terms of history, economic and political power and government effectiveness but nevertheless achieved to produce strong health outcomes. Guided by Walt and Gilson’s framework for health policy analysis, this research investigates the health policy reforms combined with quantitative data from World Bank’s World Development Indicators and Institute for Health Metrics and Evaluation to assess trends in health outcomes. The study covered a period of 20 years (1994 to 2014) to better see the evolution and effects of the policy making process. The findings suggest that strong and stable leadership, community health insurance and decentralization of health system helped Rwanda and South Africa to achieve greater health gains. (Less)
