- The aim of the thesis is to explore how states react to international pressure and global
governance in a global crisis. This will be examined by using a quantitative method approach
to studying the impact of international climate agreements on the climate mitigation finances
provided by Development Assistance Committee states. Additionally, it will also explore
whether the impact of international climate agreements is dependent on the environmental
governance systems in place in the donor states. The theory that will be utilised is regime
effectiveness theory, and the typology of environmental governance groups will be used to

database, where donor states report their provision of climate finance. The main findings
show that the environmental governance groups differ in their levels of mitigation finances.
The findings also indicate that the Copenhagen Accord had a positive impact on mitigation
finances, while the Paris Agreement had no significant impact. Lastly, although there are
some indications that the impact of international climate agreements differs across the
environmental governance groups, this could not be clearly established. (Less)
