- Abstract
- If there is suspicion of a crime in the event of a car fire, a legal assessment of the incident is made by an expert within the field. This assessment is a type of risk analysis where the assessment is based on the absence of any fire departments efforts. The assessment can be used as written evidence at a trial and thus form the basis for a decision in court. It is therefore important that these expert assessments are correct since they can be decisive whether a prosecutor chooses to proceed or not and what the possible verdict will be. It is therefore important that these expert assessments are correct since they can be decisive whether a prosecutor chooses to proceed or not and what the possible verdict will be. When it comes to taking wind conditions into account in expert assessments regarding car fires a problem arises as to how important it is to include wind conditions in the assessment or not, and if so, in what way the wind should be considered. In order to ensure a legally secure basis, it is important that all key parameters are included and therefore this work has studied the parameter wind. The conclusion is that the wind's effect on the risk for fire spreading via radiant heat is of importance at distance about 0-3 m from the car. At present, wind is not considered in all expert assessments for a car fire outside. Consideration is taken mainly through qualitative reasoning. A need for a calculation method to simplify the use of quantitative reasoning emerged during the interview study with experts in the field. A first draft of a calculation method for radiation levels from a car fire towards an object with or without wind impact has developed within this thesis. This first version of the method should not be used due to limitations within the method and incomplete validation. Further development of the method should be done before any use of the method.
