- Abstract
- The purpose of this study is to further our knowledge on how civil servants act when faced with conflicts in relation to the political governance. The study was carried out through a qualitative analysis on semi-structured interviews with municipal officials, who have either left their employment after conflicted situations, or who still remain within the organisation. The theoretical framework consists of Lennart Lundquist’s definition of public ethos and the relational ethics of the civil servants. Alongside Lundquist’s theories the analysis employs Albert O. The results show that the civil servants perceive the political authority as acting against both the democratic and economic ideals of public ethos. This makes them both unable and unwilling to fulfil their duties as implementers of policy. The study concludes that the interests of citizens are the civil servant’s main priority. This type of loyalty invokes the use of Voice before Exit, where the cost of Voice associates the risk of dismissal. (Less)
