Abstract
The water-scarcity diverts states to protect their national interests through engaging with hydro-politics and a noticeable strategy realized by capable states is hydro-hegemony. Although it is an effective response, hydro-hegemony entails unfair resource allocations and aggrieves the relatively weaker riparians. The purpose of this thesis is to illustrate the hydro-hegemony on a prominent hydro-hegemon in the Middle East, Turkey, and focus on the factors that have diverted the policymakers in this regard. Therefore, this work aims to answer the question of “what are the primary factors that have contributed to Turkey´s hydro-hegemony vis-à-vis Syria in the Euphrates basin between 1970-2000”.

Abstract
The water-scarcity diverts states to protect their national interests through engaging with hydro-politics and a noticeable strategy realized by capable states is hydro-hegemony. Although it is an effective response, hydro-hegemony entails unfair resource allocations and aggrieves the relatively weaker riparians. The purpose of this thesis is to illustrate the hydro-hegemony on a prominent hydro-hegemon in the Middle East, Turkey, and focus on the factors that have diverted the policymakers in this regard. Therefore, this work aims to answer the question of “what are the primary factors that have contributed to Turkey´s hydro-hegemony vis-à-vis Syria in the Euphrates basin between 1970-2000”.
In analyzing the phenomenon, a case study was conducted on Turkey and secondary data analysis carried out to enlighten Turkey´s hydro-hegemony and specify the reasons that have motivated the policymakers. It has been found that Turkey was the negative hydro-hegemon in the Euphrates basin and the factors of physical-environmental causes and population pressure, economic development via utilizing water and, security issues have been the primary factors that contributed to Turkey´s negative hydro-hegemony. In this sense, the thesis concludes by maintaining that there is a combination of reasons that have diverted Turkey to be the negative hydro-hegemon in the Euphrates Basin vis-à-vis Syria between 1970-2000.
