Abstract
In the 1980s, it became possible for municipalities to establish political secretarial services. Since then, there has been a significant expansion of the professional group. But despite the fact that political secretaries today occupy a central position in the political landscape, there is limited knowledge about how their work is conducted.

This bachelor’s thesis investigates the role of municipal political secretaries in contemporary representative democracy. The empirical material of the study consists of qualitative interviews with seven political secretaries. To understand these actors, Hugh Heclo's concept of “policyprofessionals” is practised. The theoretical framework consists of Steven Luke's three dimensions of power.

The analysis shows, firstly, that there is a freedom for the parties and the political secretaries to shape the work themselves. However, there is no room for pursuing an agenda separate from politicians. Secondly, an opportunity to demand responsibility from the group is clarified. Lastly, the study shows evidence of a changed party-political conversation, where more and more political issues are handled by professionals. (Less)
