- The forest fire that started in the vicinity of Sala in Västmanland 31 July 2014 ended up in being considered to be the biggest forest fire in Sweden for decades. Crisis management as we knew it got a punch on its nose so to speak. Municipalities, fire departments as well as governmental organizations got involved in something they never handled before and maybe for the first time they all had to cooperate in order to solve the issue in a way they had little experience of. The Swedish model of crisis management is more or less a municipality responsibility, but this forest fire escalated in a way that the government had to step in and take over which never have happened before.

However, in this essay I will focus only on, and look into, the decisions made by the rescue service on scene commanders during the first four days of the fire and try to explain the reasons behind them. The question I have raised is: Why did the rescue service on scene commanders deny the use of external resources, which they were offered during the initial stage of the fire and how can this be explained?
