- As the 20th century turned into the 21st, and cooperation characterized Europe and the western relationship with Russia, the aim and ambition for Swedish defense policy and the development of the Armed Forces was, that in case of a deteriorated security situation in Europe, Swedish politicians would have strategic warning ten years beforehand in order to adjust the military capabilities. - As the 20th century turned into the 21st, and cooperation characterized Europe and the western relationship with Russia, the aim and ambition for Swedish defense policy and the development of the Armed Forces was, that in case of a deteriorated security situation in Europe, Swedish politicians would have strategic warning ten years beforehand in order to adjust the military capabilities. The aim of this essay is to analyze why, despite the apparent increase of centralization of power to Kremlin, increased military spending and an expressed intent to protect Russian interests with all means necessary everywhere, defense investments and a focus on national defense in Sweden were absent until the Russian annexation of Crimea. The analysis is based on Lennart Lundquist´s theory of administration, in which the administration´s ability, will and understanding are key factors for implementation. An indicator model with indicators such as available threat assessments, understanding of own capability versus Russian and opportunities for decisions were used in the analysis. As a complement, theories of strategic warning intelligence are discussed, and the result shows that the Swedish decision makers had the ability, mainly the understanding but lacked the will to make the appropriate investments that reflected the increased ambition of availability.
