Abstract
During the last decades, a growing scientific focus has been aimed towards climate change and climate mitigation. As local communities often have more ambitious climate policies than their governments, the role of municipalities and local climate governance has received an increased scientific focus. During the last decades, a growing scientific focus has been aimed towards climate change and climate mitigation. As local communities often have more ambitious climate policies than their governments, the role of municipalities and local climate governance has received an increased scientific focus. An area where climate mitigation has been especially hard to achieve is the transport sector. One important reason is due to limited municipal resourcefulness. This study aims to describe how Swedish municipalities can achieve climate mitigation of the transport sector within and beyond their limited resourcefulness. The study has been conducted as a case study of Lund municipality by combining an analysis of the local strategic document for sustainable transports, LundaMaTs III with qualitative interviews. The result shows that the municipalities are somewhat constrained in governing climate mitigation from the transport sector. Despite the limitation the municipalities can play an important role, especially in city planning and as an enabler and coordinator of climate mitigation initiatives. Further research could be performed analyzing and comparing different municipalities and how different processes contribute to varying goals and motives. (Less)
