Collaboration in Eldercare – An empiric analysis of the collaboration between a region and a municipality in Swedish eldercare

Abstract
There are many policy areas where the different governmental bodies need to work together to provide a service. Healthcare for elders in Sweden is one example where the region and municipality need to coordinate. The collaboration of eldercare has been criticised over the years for not living up to the set standards. The responsible authority for eldercare has changed a number of times since its inception. The thesis aims to study the collaboration effort between the region of Stockholm and Ekerö municipality using the healthcare of elders as a case. Healthcare for elders in Sweden is one example where the region and municipality need to coordinate. The collaboration of eldercare has been criticised over the years for not living up to the set standards. The responsible authority for eldercare has changed a number of times since its inception. The thesis aims to study the collaboration effort between the region of Stockholm and Ekerö municipality using the healthcare of elders as a case. The article builds on the extensive discussion of inter-governmental collaboration by highlighting how collaboration is shaped and maintained within the governmental bodies by looking at collaboration opportunities through three different actor lenses, a political, a civil servant and a healthcare professional lens. The thesis conclude that four collaboration venues are present within these levels that deal with eldercare, three formal venues focusing on upholding or solving organisational or logistical dilemmas and one informal that deals with the elder citizens issues.
