- Abstract
- In 2018, the Swedish Security Service (SÄPO) estimated that about 150 individuals who had participated in terrorist groups had returned to Sweden from Syria and Iraq. In this study, local implementation of national policy regarding the handling of returnees in the cities of Stockholm, Gothenburg and Malmo has been analyzed. Interviews were conducted with coordinators from each city, whose area of responsibility includes the handling of returnees. Based on the collected data, it was possible to conclude that Sweden primarily aims to investigate and prosecute returnees, in accordance with Govier’s and Boutland’s criminal justice measure. Due to the complexity of reliable evidence, the application of criminal justice is limited. In addition to this, the actors are limited to Swedish legislation, which means that they only have authority to intervene if children are among the returnees. Furthermore, even if the actors do not ignore the issue in accordance with Govier and Boutland, it ultimately becomes the result of the management of returnees. However, it is essential to point out that the management of returnees is an extremely complex issue, which this study also has highlighted. (Less)
