Information, rekommendationer och råd från statliga myndigheter har en stor inverkan på det svenska samhället. Den svenska strategin under covid-19 pandemin har varit omdiskuterad i termer av såväl övergripande krishanteringsstrategi som hur myndigheter kommunicerat allmänna råd och restriktioner till svenska medborgare. Digitaliseringens framväxt möjliggör även för myndigheter att kommunicera direkt till mottagaren via sociala medier, vilket utnyttjas under den rådande krisen. Den svenska strategin under covid-19 pandemin har varit omdiskuterad i termer av såväl övergripande krishanteringsstrategi som hur myndigheter kommunicerat allmänna råd och restriktioner till svenska medborgare. Digitaliseringens framväxt möjliggör även för myndigheter att kommunicera direkt till mottagaren via sociala medier, vilket utnyttjas under den rådande krisen. Syftet med föreliggande forskningsstudie är att påvisa diskursiva förändringar mellan olika tidsperioder i svensk myndighetskommunikation under rådande pandemi. Fallorganisationen som studeras är Myndigheten för samhällsskydd och beredskap (MSB), en myndighet med ett betydande ansvar för information och kommunikation i händelse av en samhällskris, likt den rådande pandemin. Genom ett diskurspsykologiskt angreppssätt studeras MSB:s kommunikation på Twitter vid 3 valda tidsperioder, reglerade till 4 veckors intervall. Inläggen kompletteras med en skildring av det samtida läget i Sverige för respektive period, representerat av rapporter och opinionsundersökningar. Studien kan konstatera att myndigheten förändrar sina diskursiva strategier beroende på hur den samtida lägesbilden i Sverige ser ut. Myndigheten använder diskurser som visar på en gradvis förändring från att framstå som jämlik med medborgare, till att betona sin maktposition och slutligen återgå till ett jämlikt förhållande. Diskurserna kan i förlängningen ses som en konkretisering av den relation som myndigheten vill ha med svenska medborgare. (Less)

Information, recommendations and advice from public authorities have a major impact on the Swedish society. The Swedish strategy during the covid-19 pandemic has been discussed in terms of both crisis management and how authorities have communicated restrictions to Swedish citizens. Information, recommendations and advice from public authorities have a major impact on the Swedish society. The Swedish strategy during the covid-19 pandemic has been discussed in terms of both crisis management and how authorities have communicated restrictions to Swedish citizens. The emerging digitalisation enables authorities to communicate directly to the citizens through social media, which is being used to a great extent during the crisis. The purpose of the study is to identify discursive changes between different periods in Swedish government communication during the pandemic. The case organization being studied is the Swedish Civil Contingencies Agency (MSB), an agency with significant responsibility for information and communication in the event of a societal crisis, similar to the current pandemic. Through a discourse psychological approach, MSB's communication on Twitter is studied at 3 selected periods of time, regulated to 4-week intervals. The tweets are supplemented with a description of the current situation in Sweden for each period, in the form of reports and attitude surveys. The result states that the authority changes its discursive strategies depending on how the contemporary situation in Sweden emerges. The authority uses discourses that show a gradual change from appearing equal to citizens, to emphasizing its position of power and finally returning to an equal relationship. The discourses can in the long run be seen as a concretization of the type of relationship that the authority wants with Swedish citizens. (Less)
