Abstract
This case study investigates the difference in availability of leaving certificates between municipally owned school and independently owned schools in Malmö municipality. It discusses how the change from analogue documents to digital documents will affect availability and for whom. The case study builds on a desktop study, and four interviews with experts in the field and a survey to schools in Malmö. Further, statistics of available school leaving certificate between year 05/06 to 14/15 has been collected and analyzed.

This case study investigates the difference in availability of leaving certificates between municipally owned school and independently owned schools in Malmö municipality. It discusses how the change from analogue documents to digital documents will affect availability and for whom. The case study builds on a desktop study, and four interviews with experts in the field and a survey to schools in Malmö. Further, statistics of available school leaving certificate between year 05/06 to 14/15 has been collected and analyzed.

The study finds that municipally owned schools in Malmö have better availability of school leaving certificates than independently owned schools. Independently owned schools have improved the availability of school leaving certificate over time. Even though both types of schools must follow the same law (the Education Act), that strictly says that they must preserve school leaving certificates, still many school leaving certificate (from independent owned schools) are lost forever due to poor recordkeeping. Its common that independently owned schools are blaming lack of money to increase transparency in their schools. But at the same time, they get the same amount of tax money as municipality owned school.

Parallel to the process of this thesis a national database, where an individual can request their school leaving certificate, is proposed. This would entail an easier routine for schools, and municipal archives would have less work to do. But this monumental change will have to be designed with the user’s needs and challenges in mind to not leave people behind entering the digital era. (Less)
