För skapa ett transporteffektivt samhälle kommer kollektivtrafiken att spela en allt större roll i framtidens transportsystem. Om kollektivtrafiken utgör ett reellt alternativ till bilen kan den bidra till både sänkta utsläpp av växthusgaser och marknära partiklar och bidra till en mer effektiv användning av stadens yta. Speciellt i större städer ställs allt högre krav på en effektiv markanvändning. Men för att bidra till ett attraktivt och högkvalitativt kollektivtrafiksystem behöver bussar och spårvagnar prioriteras mot andra trafikslag. Speciellt i större städer ställs allt högre krav på en effektiv markanvändning. Men för att bidra till ett attraktivt och högkvalitativt kollektivtrafiksystem behöver bussar och spårvagnar prioriteras mot andra trafikslag. Det finns olika sätt att göra detta på, exempelvis via Bus rapid transit (BRT), buses with a high level of service (BHLS) eller spårvägar. Syftet med detta arbete är att kolla närmare på vilka åtgärder som har genomförts i tre svenska städer för att prioritera kollektivtrafiken. I Malmö och Helsingborg studerades Malmöexpressen och Helsingborgsexpressen, som är s.k. BHLS-stråk och planerades utefter devisen ”Tänk spårvagn, kör buss”. I Göteborg studerades spårvägssystemet. För att sätta sakerna i ett perspektiv gjordes en litteraturstudie över några av de vanligaste framkomlighetsåtgärderna som används för kollektivtrafiken idag. Åtgärder för att prioritera kollektivtrafiken inkluderar olika varianter av dedikerade körfält för fordonen och prioritering av fordonen i trafiksignaler. Signalprioritering i sin tur kan delas in i aktiv och passiv signalprioritering och möjliggörs genom bl.a. GPS-positionering, induktiva slingor eller RFID-taggar. Därefter genomfördes intervjuer med experter inom området för att bidra till en utförlig och nyanserad bild av teorin.

Därefter studerades de åtgärder som Malmö, Helsingborg och Göteborg har gjort för att prioritera kollektivtrafiken i staden. I fallstudierna intervjuades en representant från respektive stad för att förklara hur staden har resonerat kring val av olika åtgärder. I samband med detta studerades respektive stads signalsystem på en mer detaljerad nivå för att belysa hur städerna jobbar med signalprioritering ur ett planeringsperspektiv. Därtill studerades planeringsdokument såsom trafikprogram och översiktsplaner som hämtades från respektive stads hemsida.

Baserat på det framtagna materialet, intervjustudierna och litteraturstudien gjordes sedan en sammanställning hur städerna jobbar med framkomlighetsåtgärder för högkvalitativa kollektivtrafikstråk. Resultatet visar på att samtliga städer har genomfört åtgärder för att prioritera kollektivtrafiken, både vid korsningar och mellan korsningar. Slutligen gjordes bedömningen huruvida BHLS-system eller spårvägssystem tillåter tydligast prioritering av kollektivtrafiken. Att planera för spårväg tycks medföra en något bättre praktisk möjlighet att genomföra kollektivtrafiksprioritering på, även om det teoretiskt sett verkar finnas samma möjligheter för BHLS-system att införa liknande prioritering. Skillnaden mellan teori och praktik anses i slutändan ligga i spårvägens symbolvärde och den eventuellt större acceptansen som finns för att prioritera det färdsättet i allmänhet. Men för att bekräfta den tesen behöver ytterligare städer studeras på liknande sätt. (Less)

If public transport constitutes a realistic alternative to the car it can contribute to both the decrease of greenhouse gases and particles harmful for health, as well as contributing to a more efficient use of city spaces. The aim of the study is to take a closer look on what measures that have been taken in three Swedish cities in order to prioritize the public transport. In Malmö and Helsingborg, Malmöexpressen and Helsingborgsexpressen are studied. They constitute so called BHLS-systems and were planned after the concept “Think tram, drive bus”. In Gothenburg the tramway system was studied. In order to put things into perspective a literature study was carried out covering some of the most common passability measures that are being used for the public transport today. Measures to prioritize the public transport include different variants of dedicated lanes for the vehicles and prioritization of the vehicles in traffic signals. Signal priority can be divided into active and passive priority and is made possible by GPS-positioning, inductive beacons and RFID-tags among others. After that interviews with experts within the field were carried out to contribute to a detailed and nuanced view of the theory.

After that the measures implemented by Malmö, Helsingborg and Gothenburg for prioritizing public transport in the city were studied. In the case studies a representative from each city was interviewed in order to explain how the city had reasoned around choices of different measures. Simultaneously the signal system of each city was studied on a more detailed level in order to highlight how the cities are working with signal priority from a planning perspective. In addition to that planning documents such as traffic programs and city plans that were collected from the website of each city were studied.

Based on the material produced, including the interviews and the literature study, a compilation was made covering how the cities are working with passability measures for high qualitative public transport corridors. The result shows that all cities have implemented measures to prioritize the public transport, both at intersections and between intersections. Lastly an assessment whether BHLS-systems or tramway systems enable the sharpest prioritization of public transport was made. Planning for tramways seems to enable a slightly better possibility of prioritizing public transport in practice, although theoretically the same possibilities seem to exist for BHLS-systems of implementing similar measures. The difference between theory and practice is considered to be due to the symbolic value of the tramway and the possibly higher acceptance that may exist to prioritize that mean of transport in general. But in order to confirm that thesis additional cities need to be studied in a similar way. (Less)
