”All Roads Lead to Beijing” En förklarande idéanalys av The Belt & Road Initiative som bärare av ideologiska tankegods

Abstract
Over the last three and half decades, China has seen a rapid economic and political advancement in the world. Taking an ideological approach to evaluate China’s quest for soft power, the primary aim of this essay is to investigate whether the Chinese initiative “The Belt and Road Initiative” aims to position China as the worlds next superpower. Building on Joseph Nye ́s thoughts about soft power, I argue that the Chinese leaders’ thoughts on democratic values, socialism with Chinese characters and the call for multilateralism is a well-thought-out strategy to increase the country ́s soft power. Soft power rests on the ability to shape the preferences of others. It works to co-opt people rather than coerce them.

Taking an ideological approach to evaluate China’s quest for soft power, the primary aim of this essay is to investigate whether the Chinese initiative “The Belt and Road Initiative” aims to position China as the worlds next superpower. Building on Joseph Nye ́s thoughts about soft power, I argue that the Chinese leaders’ thoughts on democratic values, socialism with Chinese characters and the call for multilateralism is a well-thought-out strategy to increase the country ́s soft power. The purpose of this essay is to explain the foreign policy behavior of China based on Xi Jinping ́s national role conception. According to foreign policy analysts a state can have one or multiple national roles that affect the state’s behavior.
Preliminary analysis reveals that the initiatives’ purpose is to extend China’s influence. BRI offers an alternative model to that of the well-trodden Western development path. Through BRI Xi Jinping has reestablished China as a peaceful country, advocating for a more open and diverse global order. (Less)
